Meeting Notice

Notice is hereby given that the Coordinating Board for Higher Education - Higher Education Funding Policies Task Force will conduct a meeting from 10:00 a.m. to 3:00 p.m. on Monday, March 3, 2008 at the Missouri Department of Higher Education in the large annex conference room. The address is: 3515 Amazonas Drive Jefferson City, MO 65109. The purpose of this meeting is to continue discussions that focus on “special initiatives,” performance, and adequacy components of the new funding policies.

The tentative agenda for this meeting includes:

  1. Review of Investment Strategies “Triangle”

At the February meeting, HEF discussed the Investment Strategies “Triangle.” What additional comments and suggestions do Task Force members have?

  1. Discussion of Strategic Initiatives

HEF discussed the various strategic initiatives at its February meeting.

Access and Success – information needed for 2-year at risk graduation rates
Maintenance and Repair Funding
METS
Research and Service
Teachers for the Future

What additional comments do Task Force members have?

  1. Performance Incentive Funding

HEF discussed performance funding linked to the performance indicators required by SB389 consisting of:

  • 2 statewide measures – Degrees/certificates awarded and Licensure exam pass rates
  • 1 statewide measure that may be sector-specific (tbd)
  • 2 institutional measures (tbd)

Which of these measures should be included in performance incentive funding? What should be the relative weight (value) for each measure? What other suggestions do Task Force members have?

  1. Discussion of “Adequacy” Issues

The Task Force discussed a three-pronged approach as outlined in the “triangle”: core support, strategic initiatives, performance funding. The core is the first priority, strategic initiatives the second priority, and performance funding the third. COPHE and MCCA were working on proposals to address equity within sectors – what is the status of these proposals?

  1. Schedule of Activities/Topics for Discussion
